21.01.01 Apologies for Absence

Councillor Collinson apologised for his absence.

21.01.02 Declarations of Interest

Councillor Waterland declared his interest in planning decision 20/03677/PLF (item 8b(iv)).

21.01.03 Matters for Ward Councillors

  1. Little Weighton Road – Stile on snicket to West Mill Rise
    Councillors have confirmed that the stile (sometimes referred to as a kissing gate) has been repaired, although a resident reported that it was attached to his fence and he has broken it off.
    Resolved: Councillors will take another look.
  2. Sherwood Close – Common Land Usage
    An East Riding of Yorkshire Council Streetscene Enforcement Officer visited Sherwood Close on the 8th December 2020 and there was no sign of a caravan anywhere in the area.
  3. Beechborough Development
    East Riding of Yorkshire Council Traffic Management have communicated with Dutch Homes regarding acceptable routes from the site, asking them to assess if there is a need for signs.  Lorries have continued to use Kirk Lane and East Riding of Yorkshire Council said they need the name and registration of the lorries before they can act.
    Resolved: Ward Councillor Pauline Greenwood will write to Dutchy Homes and contact East Riding of Yorkshire Council again.
  4. Autherd Garth Building Spoil
    An East Riding of Yorkshire Council Streetscene Enforcement Officer visited Autherd Garth and there was no obvious sign of any building waste at either 27 or 29, however some spoil outside number 16 was in the process of being cleared and has now been taken away.  East Riding of Yorkshire Council advised that parking on the footway is an obstruction which only Humberside Police can deal with.  Councillors expressed that parking on the verges is a constant problem and they would like to see double yellow lines especially on Beech View between Autherd Garth and the junction for Sherwood Close. 
    Resolved:  Ward Councillor Greenwood will contact East Riding of Yorkshire Council to enquire about the double yellow lines.

e.Kirk Lane Drains
An East Riding of Yorkshire Council Area Engineer visited Kirk Lane on 4th December, immediately after a sustained heavy downpour and surface water had drained from the highway so there is no safety issue.  He advised that if the concern relates to surcharging sewers on Kirk Lane then this is a problem that only Yorkshire Water can resolve.
Resolved: Ward Councillor Greenwood will ask for a representative of Environmental Health to meet with the Parish Council.

21.01.04 Public Participation

Mr Simon Wride spoke to the Parish Council regarding the planning application 20/03809/PLF for the erection of 9 homes and infrastructure, he described how the development has been designed and considerations during the design, such as the position of the houses to allow maximum light while still allowing privacy for neighbours.  Mr Wride answered questions asked by Councillors.

21.01.05 Chairman’s Communications

The Chairman urged residents to take care regarding the COVID-19 pandemic and to continue with the necessary precautions to keep safe.  Unfortunately, the village has lost some of its residents to the pandemic and it will still be a while before everyone can be vaccinated.

21.01.06 Minutes of the Recent Meetings of the Parish Council

  1. Meeting Minutes 1st December 2020
    The minutes were approved subject to the following amendments:
  • Item 20.12.04(3) the words ‘before any contracts can be awarded’ will be added at the end of the last sentence.
  • Item 20.12.12c the words ‘children’s playground area of the’ will be inserted at the end of the sentence before the word ‘field’.
  1. Matters Arising from the minutes.
    Adoption of the Minutes
    Councillor Mrs Boyle requested a discussion on the procedures for correcting the minutes and for evidence of proper procedures, which was circulated to all Councillors.
    Resolved:  The Parish Council will continue to use proper procedures in that only matters of accuracy will be considered for amendment, with the addition that any approved wording changes will be recorded in the minutes of the meeting making the changes.  If amendments are proposed between meetings a document will be made listing the suggested amendments for discussion at the next meeting.

21.01.07 Community Safety Matters

The Crime Statistics were read and discussed. 

21.01.08 Planning Matters

  1. Applications
    1. 20/03809/PLF 46 Little Weighton Road
      Erection of nine dwellings and associated infrastructure.
      Resolved:  The Parish Council supported the application but expressed deep concerns with regard to access onto Little Weighton Road.  In view of existing development, further increase in traffic from this site onto Little Weighton Road and Kirk Lane was considered to be unacceptable.  Access via West Mill Rise was recommended instead.  The Parish Council also expressed concern regarding the number of parking spaces included in the plans.

ii.20/03423/PLF 6 Lodge Cottages, Broadgate
Erection of a two-storey extension to the side and rear with two dormers to first floor bedroom and new rear porch (additional documents).
Resolved: The Parish Council reiterated its objections to this application.

  1. 2 West End
    An East Riding of Yorkshire Council Planning Enforcement Officer advised that the fence erected on top of the wall is a permitted development and no action will be taken.
    Resolved:  The Parish Council will contact a Conservation Officer for advice and possible further action.
  2. Albanwise Deposit Application
    The Parish Council discussed the application.
  3. 20/02836/PLF 43 Beech View
    The above application will be considered by the Eastern Area Planning Sub Committee on the 18th January 2021.

21.01.09 Tree Issues

  1. 20/04258/TPO 4 Little Weighton Road
    TPO – Walkington – 1972 (ref 262). Walkington conservation area – Crown lift one sycamore tree at 4 metres to balance crown following removal of limbs over utility lines; crown lift one lime tree to 5 metres and crown reduce by 1.5m back in line with driveway edge including light prune elsewhere to balance shape and remove low epicormic growth on main trunk.
    Resolved: The Parish Council would like the Tree Officer to make a decision on this application.
  2. 20/04318/TPO 4 Little Weighton Road
    Walkington conservation area – Remove epicormic growth from one lime tree.
    Resolved: The Parish Council would like the Tree Officer to make a decision on this application.

  1. Other Tree Matters
    1. Trees and Hedges at Red Yates Paddock
      Councillor Waterland is waiting for several quotes.
    2. 19 Waudby Close – Neighbouring Trees
      The Parish Council received a complaint regarding overhanging branches of a tree opposite 19 and 21 Waudby Close.
      Resolved:  Councillors viewed the tree and believe it is on the highway rather than on private land and therefore the resident will be advised to contact East Riding of Yorkshire Council.  If this is not the case and the tree is privately owned then this is a civil matter and the Parish Council will not take any action.

iii.Kirk Lane Trees (Lawson’s Paddock)
The contractor for the work on the trees has notified the Parish Council that with regret, due to continuing change in circumstances he is now unable to carry out the work and any other contractual work in the near future.
Councillor Waterland will seek new quotes.

21.01.10 East Riding of Yorkshire Council Matters

Councillor Mrs Swann reported a resident tripping and falling on the footpath to the church, Councillor Hearne advised that the trip was due to retaining pegs used when making the path and he has now dealt with the matter. 

21.01.11 Village Improvements and Maintenance 

  1. Pond Maintenance
    Councillor Waterland is waiting for several quotes.
  2. Maintenance of Townend Park, Redgates and Crake Wells
    Parish Council to discuss how to maintain standards.
    Resolved:  Councillor Waterland to seek quotes.
  3. Pest Control
    The contract for pest control at the pond is due for renewal on the 1st April 2021.  Councillors reported that some rat boxes may have been moved.
    Resolved:  The Parish Council approved the contract with East Riding Group for 2021-22 in accordance with Financial Regulation 9.10.  The contractor will be contacted regarding the rat boxes.
  4. Thorns on the Cycle Path
    There has been a complaint from a resident regarding thorns on the cycle path after the hedge has been cut causing damage to tyres.
    Resolved: The Parish Council is not going to take any action regarding the matter as it is grateful that the land owner keeps the hedges in order and usually clears any fallen debris within a few days.
  5. Bus Shelter Cleaning
    Councillor Mrs Swann reported poor hygiene conditions in the shelter.
    Resolved: Councillor Waterland is to seek a quote for the cleaning of the shelter.

21.01.12 Delegations Reports

  1. Councillor Hearne reported that the tree inspector has not been in touch.
    Resolved:  The Clerk will contact the tree inspector. 
  2. Councillor Waterland reported that he is in the process of obtaining various quotes, meeting with contractors and is waiting for several replies.

21.01.13 Finance

  1. Monthly Finance Report
    The report was approved.
  2. Budget 2020-21 Review of Third Quarter
    The report was approved.

21.01.14 Miscellaneous

Parish Council Website

The village newsletter will not be included on the Parish Council website as the Editor has received a complaint regarding the publication of the newsletter on the website and he does not want to exacerbate matters.

21.01.15 Exclusion of the Public

The public and press were excluded from the meeting for discussions of a confidential nature.

21.01.16 Confidential Matters

  1. Councillor Mrs Boyle prepared a letter to the external auditors.
    Resolved:  The Clerk will relay any questions when the auditors are next in contact.
  2. Councillor Mrs Boyle advised the Parish Council of her impending retirement as a Councillor, retirement will be effective from 31st March 2021 and will be confirmed in writing.
