Minutes of the Ordinary Meeting

21.02.01 Apologies for Absence

Councillors Collinson and Waudby apologised for their absence.

21.02.02 Declarations of Interest

  • Councillor Hearne declared an interest in planning application 20/04921/PLF 21 All Hallows Road.
  • Councillor Boyle declared an interest in planning application 21/00176/PLF 33 West End.
  • Councillor Waudby declared an interest in planning application 21/00275/PLF 21 East End.

The Parish Council gave permission for Councillors who declared interests to remain in the room but not speak during the relevant item.

21.02.03 Matters for Ward Councillors

  1. Beechborough Development
    Traffic Management at East Riding of Yorkshire Council agreed the following actions with the Site Supervisor:
  • A sign to stop site traffic using the lane is to be installed at the northern end of Kirk Lane.
  • A further sign stopping traffic turning left out of site will be placed opposite the site entrance.
  • High visibility plates will be placed on planters which the developers will place on selected verges adjacent to the site, in order to protect the sown verge/underground services from heavy site traffic.
  1. Kirk Lane Drains
    Works will take place by East Riding of Yorkshire Council for the excavation and repair of the sewer commencing 22nd March 2021.
  2. Beech View Double Yellow Lines
    Enquiries are continuing.
  3. Planning Application 20/02836/PLF 43 Beech View
    The Parish Council received a letter from the applicants and discussed issues with the Ward Councillor.

21.02.04 Public Participation

None

21.02.05 Chairman’s Communications

The Chairman received and accepted a formal letter of resignation from Councillor Mrs Boyle, effective from 31st March 2021.  He thanked her for her hard work and wished her well in the future. 
Mr Colin Heap, a former Parish Councillor, has sadly passed away and condolences were sent to his family.

21.02.06 Minutes of the Recent Meetings of the Parish Council

  1. Meeting Minutes 12th January 2021
    The following amendment to the minutes was approved:

    • Item 21.01.08a(i) the resolution will be changed from ‘The Parish Council supported the application while expressing concerns regarding access routes and parking spaces’ to ‘The Parish Council supported the application but expressed deep concerns with regard to access onto Little Weighton Road.  In view of existing development, further increase in traffic from this site onto Little Weighton Road and Kirk Lane was considered to be unacceptable.  Access via West Mill Rise was recommended instead.  The Parish Council also expressed concern regarding the number of parking spaces included in the plans.

The meeting was interrupted at 8:15pm due to unforeseen circumstances.

The meeting resumed at 7:00pm on the 16th February 2021 via virtual conferencing.

Councillor Mrs Swann informed Councillors of the resignation of Councillor Drew.  Councillor Drew has been a member of the Parish Council for over forty years and will be sadly missed, Councillor Mrs Swann thanked Councillor Drew on behalf of the Parish Council for all his efforts through the years and wished him well in the future.  Councillors were also reminded of the importance of the Code of Conduct regarding each other and the Clerk.

Mr Jobling spoke to the Parish Council regarding planning application 21/00176/PLF and explained that the plans are being amended in line with the recommendations of the Conservation Officer.

21.02.06 Minutes of the Recent Meetings of the Parish Council (resumed)

  1. Approval of the Minutes 12th January 2021
    The minutes were approved as an accurate record (subject to the above amendment).  A further two amendments proposed by Councillor Mrs Boyle were withdrawn.
  2. Matters Arising from the Minutes
    There were no matters arising from the minutes.

21.02.07 Community Safety Matters

The Crime Statistics were read and discussed. 

21.02.08 Planning Matters

  1. 20/04276/PLF 10 Oriel Close
    Erection of first floor extension to the side, alterations including increase in height and installation of rooflight to existing rear extension and partial conversion of garage to create additional living accommodation.
    Resolved: The Parish Council has no objections to this application.
  2. 20/04122/PLF 11 Northgate
    Conversion of existing garage to self-contained annexe.
    Resolved: The Parish Council has no objections to this application.
  3. 20/04291/PLF 21 All Hallows Road
    Erection of first floor and two storey extension to side, porch extension to front and single storey extension to rear.
    Resolved: The Parish Council has no objections to this application.
  4. 21/00176/PLF 33 West End
    Erection of extension over existing dwelling to form first and second floor accommodation, erection of a two-storey rear extension and alterations to raise roof over existing detached garage.
    Resolved: The Parish Council will not be submitting a comment against this application as it has been informed that the plans are being amended.
  5. 21/00275/PLF Land to rear of Village Hall, 21 East End
    Erection of 16 dwellings with associated access, parking and infrastructure.
    Resolved: The Parish Council strongly objects to this application and requests it goes before the Planning Committee.

  1. Planning Application 20/03171/PLF 34 Megson Way
    This application has been withdrawn.
  2. Draft Flood Risk Sequential and Exception Test Supplementary Planning Document
    The Parish Council was asked for comments on the proposed exception tests.
    Resolved:  The Parish Council would like to see greater consultation when applying the tests.
  3. Planning Enforcement 2 West End
    The Conservation officer at East Riding of Yorkshire Council advised that the Enforcement Officers decision is not something that can be reviewed by the Conservation Team.
    Resolved:  The Parish Council will ask the Enforcement Officer if the measurements of the fence can be taken from the level of the road/pavement rather than the land it sits on.

21.02.09 Tree Issues

21/00279/TPO The Coach House, Townend Road
TPO – WALKINGTON – 1972 (REF 262) G4 & G6 – Crown lift 1 no. Sycamore tree (T1) to 5.5 metres and reduce 1 no. limb away from the property to ensure clearance over highway and reduce encroachment of crown over property; Crown lift 1 no. group of Beech trees (G1) to 7 metres and crown reduce by 3 metres to ensure clearance over highway and reduce encroachment of crown over property; Crown lift 1 no. group of Beech trees (G2) to 6 metres and remove 2 no. low hanging limbs to ensure clearance over highway and reduce encroachment of crown over property.
Resolved: The Parish Council has no objections to this application.

21.02.10 East Riding of Yorkshire Council Matters

Dog Fouling
The Parish Council received complaints regarding dog fouling in the Broadgate/Lodge Cottage area.
Resolved: Councillor Hearne is to paint ‘No dog fouling’ signs on the pavement and the Dog Warden team at East Riding of Yorkshire Council will be contacted to apply for stickers and/or signs to be placed in the area.

21.02.11 Village Improvements and Maintenance 

  1. Pest Control
    The contractor for pest control at the pond confirmed that the bait boxes were moved several months ago and this has helped greatly to control the rats.  Two of the boxes will be moved again to test results.
  2. Townend Pit Water Levels
    A resident reported that children were playing in the water at the pit, which was unusually deep.  There was then a snowfall and the water iced over, children were reported to be toboggining down the sides of the pit towards the water and were considered to be in danger.
    Resolved: The Clerk in conjunction with the Chairman arranged for emergency spending in accordance with Standing Order 3.5 to purchase temporary fencing.  Councillor Waterland erected the fencing around the water.  The situation will be monitored.
  3. Bus Shelter Cleaning
    Councillor Mrs Swann received a verbal quote of £45 per month from a Wheelie Bin Cleaner to clean three bus shelters a month.
    Resolved: The Parish Council approved the use of the Wheelie Bin Cleaner under these terms.

21.02.12 Delegations Reports

Councillor Waterland is in receipt of several quotes regarding remedial work on the village pond and work to the trees and hedges on Kirk Lane, Townend Road and Red Yats Paddock.  The quote for Kirk Lane alone was in excess of £5,000.
Resolved:  The Parish Council is to re-evaluate the priority of work needed to the trees in the village at the next meeting.  Councillor Waterland is to continue to seek quotes in the meantime.
