20.10.01 Apologies for Absence

Councillor Collinson apologised for his absence.

20.10.02 Declarations of Interest

Councillors Drew and Hearne declared interests in item 20.10.11a as they are both members of the Sherwood and Waudby Charity.

20.10.03 Matters for Ward Councillors

  1. Sherwood Close – Parking bay application
    A resident of Sherwood Close requested support for his application to East Riding of Yorkshire Council for a parking bay.  Ward Councillors Gateshill and Mrs Greenwood have discussed this issue with the resident.
    Resolved:  The Parish Council does not support the application as the area in question is a communal area.  The resident will be informed.
  2. Little Weighton Road – Stile on snicket to West Mill Rise
    The stile on the entrance to the snicket is in poor condition and ownership of the path is unknown.
    Resolved: The Parish Council will contact East Riding of Yorkshire Council and ask if there is any way the path can be placed on the East Riding Definitive Map.
  3. Walkington School – Trees
    There are trees around the perimeter of the school with low hanging branches.
    Resolved: Councillors reported that the trees have been cut and Councillor Mrs Holdorf is to verify.
  4. Main Street – Gutters
    Many of the gutters along the main street need clearing and when clearing does take place parked cars prevent much of the job being done.
    Resolved: Ward Councillor Mrs Greenwood is to ask East Riding of Yorkshire Council if they will notify the Parish Council prior to any clearing works.  The Parish Council will then advertise the dates so that residents can move their cars in preparation.
  5. Beechborough – Construction traffic
    Construction traffic exiting the site are turning left instead of right.
    Resolved: Ward Councillor Mrs Greenwood lodged a complaint and there have been no further cases reported.

f)Eastern Area Sub-Committee
The Parish Council has received a reply to its letter regarding the handling of planning application 19/03424/PLF
Resolved: The Parish Council will consider a suitable response.

20.10.04 Public Participation


20.10.05 Chairman’s Communications

The Chairman urges all residents to take extra care due to the second wave of the
COVID-19 pandemic.

20.10.06 Minutes of the Recent Meetings of the Parish Council

  1. Meeting minutes 1st September 2020 were not approved.
  2. Matters arising from the minutes

Item 20.19.14 Councillors reported the bus shelter opposite Autherd Garth is full of leaves and Councillor Waterland was asked to clear it again.

Item 20.09.10 Councillor Mrs Swann advised that there are two missing posts, rather than curb stones and has now reported the matter to East Riding of Yorkshire Council.

20.10.07 Community Safety Matters

The Crime Statistics Report was read and discussed.

20.10.08 Planning Matters

  1. Applications
    1. 20/02836/PLF 43 Beech View
      Erection of two-storey extension to side linking to existing garage and associated alterations to existing building including the installation of cladding and installation of an air-source heat pump.
      Resolved: The Parish Council objects to this application regarding the size and height of the building and the design of the extension is not in-keeping with the surrounding properties.  The Parish Council would like this application to be submitted to the Eastern Area Planning Sub-Committee.
    2. 20/02480/PLF Belvoir 30 Waudby Close
      Erection of single storey extension to side, external alterations to rear and application of render to external surfaces of extension (amended plans).
      The Parish Council has no objections to this application.

  3. Other Tree Matters
  1. Tree Inspections
    Councillor Hearne reported that the Parish Council owns trees in Bluestone Bottoms, Friars Cops, Kirk Lane (Lawson’s Paddock) Memorial Wood, Red Yats, Walkington Heads and around the village pond.
    Resolved:  Councillor Hearne is to make a list of trees and locations which can be given to an Arboriculturalist with a view to an inspection to take place.
  2. Trees and Hedges Red Yates Paddock
    Yorkshire Treecraft has submitted a quote for the work needed on the paddock (deferred from previous meeting)
    Resolved:  After a re-inspection of the site the Parish Council feels that more work needs to be done than was first thought.  Councillor Drew will contact Yorkshire Treecraft for a revised quote.

20.10.10 East Riding of Yorkshire Council Matters

The Parish Council has received the application form for a Festive Lighting Permit from the East Riding of Yorkshire Council.
Resolved:  The Chairman of the Pond Committee Mr Steve Dowler will be contacted regarding the application.  The Parish Council will not be putting Christmas trees with solar powered lights on lamp posts along the main street this year as it does not want to attract crowds in light of the pandemic.

20.10.11 Village Improvements

  1. Sherwood and Waudby -Wild rabbits
    The Parish Council received a letter from the Sherwood and Waudby Charity regarding wild rabbits in a property neighbouring the Bowling Club and requested the Parish Council write to the land owner.
    Resolved: The Parish Council will reply to the Sherwood and Waudby Charity asking them to write the letter.
  2. Corner Little Weighton Road/Townend Road – Private Land Sign
    A resident reported to the Parish Council that a new ‘Private Land Sign’ has been erected at the entrance to the field on the corner of Little Weighton Road and Townend Road.  The resident believes there is a public right of way along the side of the field.
    Resolved:  Councillors researched this matter and there is no right of way marked on the East Riding Definitive Map.  The resident will be informed.
  3. Overgrown Hedges in the Village
    Councillors have reported several overgrown hedges in the village that are impeding on footpaths.
    Notices will be placed in the village newsletter and by Councillor Mrs Swann on the Walkington What’s-on Facebook group asking residents to trim their hedges as necessary.

20.10.12 Delegations

The Parish Council approved the forming of a ‘Planning Working Group’ where Councillors can research and discuss planning applications on a regular basis.  The working group will not have delegated responsibilities to make decisions and findings will be reported to the Parish Council for consideration.

20.10.13 Finance

    1. Monthly Finance Report
      :  The report was noted.
    2. Budget Review Report
      Review of second quarter of the 2020-21 budget.
    3. Resolved:  The report was noted.
    4. Payments
      The following figures represent payments over two months (07.07.20 to 06.09.20)

      1. Staff costs £2314.69
      2. Administration £130.78
      3. Mr C Dixon, village maintenance £350.00
      4. East Riding Group, pest control £58.50

The above orders have been previously approved and payments were approved.
Councillors queried the grouping together of staff costs and the advice received from the SLCC (Society of Local Council Clerks) that “Staff salaries should be reported in a way that disguises the individuals take home salary under GDPR”.  Councillor Waudby reported he has a document that says ‘salary information may be made public’ and therefore releases the Parish Council from their responsibilities of GDPR.
Resolved:  The document will be forwarded to the SLCC for clarification of their comments.

    1. Purchases for approval
      Mrs P Hardy, photocopying £10.00
      Cllr K Hearne, Remembrance Wreath £20.00
      Resolved: The above payments were approved.  The Parish Council decided that due to the pandemic all future payments will be made by bank transfer only.
    2. Budget discussion for 2021-2022
      The draft budget for 2021-2022 was previously circulated to Councillors.  A Councillor queried the amount budgeted for the Clerks wages; the Clerk confirmed it to be an amount equal to annual pay minus predicted statutory deductions.  Councillors asked for further clarification of the Clerk’s wages and pay scale.
      Resolved:  The Clerk was asked to provide her copy of the employment contract signed by the Parish Council at the start of her employment in 2018 as evidence of her pay scale as it would appear that the Parish Council’s copy has been misplaced.

The meeting was closed at this point and all remaining matters deferred to the next meeting.
