Parish Council

 Minutes of the Parish Council meeting held at 7:00pm on 7 September 2021, Walkington Village Hall.

Councillors: Councillors Mrs Swann (Chairman), Howard (Vice-chairman), Collinson, Hearne, Mrs Holdorf, Waterland and Waudby

Ward Councillors: Councillor Mrs Greenwood

Also present: 6 members of the public and Ms Rose (Clerk)

Note: These minutes will require approval at the next meeting of the Parish Council.

21.09.01 Apologies for Absence

There were no apologies for absence.

21.09.02 Declarations of Interest

Councillor Hearne declared an interest in items relating to the Sherwood and Waudby Charity, as a Parish Council appointed trustee Councillor Hearne is allowed to speak and vote on these items, he also declared and interest in items relating to the public right of way near Townend Road, the Parish Council gave Councillor Hearne permission to speak on this item in presenting background information but not to vote. 

21.09.03 Parish Council Meeting Minutes

  2. Matters arising from the minutes
    Due to recent work by Yorkshire Water Authority the letter to the press regarding the drains on Kirk Lane has been put on hold.

21.09.04 Chairman’s Communications

The chairman is concerned at the level of crime reported in the village recently and asks residents to remain vigilant.  Otherwise, the village seems to be returning to normal after the worst of the pandemic and many thanks were given to those who rallied round and help each other.

21.09.05 Public Participation 

  1. Public Right of Way, Townend Road
    Several residents supported objections against the proposed reinstating of the public right of way near Townend Road. 
    Resolved:  Residents in opposition of the public right of way path being reinstated were advised to make their case with East Riding of Yorkshire Council, who will make the decision.

Councillor Howard left the meeting.

Councillor Waudby left the meeting and returned after two minutes.

  1. West Mill Rise, Unused Land
    A resident requested that the Parish Council improve a parcel of unused land on West Mill Rise.
    East Riding of Yorkshire Council has indicated that the land is owned by the highways department and that they are dealing with the problem. 
    Resolved:  The Parish Council does not have permission to take action on land belonging to East Riding of Yorkshire Council and therefore no action will be taken.

21.09.06 Matters for Ward Councillors

  1. Pollution
    Ward Councillor Mrs Greenwood is investigating if and how an air pollution survey can be done.
  2. Commuted Sums Fund.
    There was no update on the status of funding.
  3. Northgate Footpath and Fence
    Councillors reported a broken fence and uneven path on Northgate, images will be sent to Ward Councillor Mrs Greenwood for further investigation.

21.09.07 Community Safety Matters

The crime statistic report was read and noted.

    Councillors received reports of an outbuilding being erected with no apparent planning application, this has been investigated by East Riding of Yorkshire Council and is currently not in breach of the permitted development tolerances.

21.09.10 Delegations

  1. Sherwood and Waudby Charity
    Letters will be written to the two nominative trustees whose four-year term expires in December 2021.
  2. Village Hall
    The Village Hall Annual General Meeting was held in June, the minutes and accounts were read and noted.
  3. Playing Field Association
    A copy of the constitution will be re-requested.

21.09.11 East Riding of Yorkshire Council Matters

Councillors reported that the grass verges along Little Weighton Road are covered in nettles and weeds, this will be reported to East Riding of Yorkshire Council.

21.09.12 Village Improvements and Maintenance 

  1. Asset Inspections
    Councillors were thanked for their work inspecting the assets.  The main areas of concern are Red Yats Paddock and the fence at the pond (as below).
  2. Pond Fence Repair
    The Parish Council will ask Mr Hardy (Parish Council employee) to repair the fence and the payment of overtime hours and expenses was approved.
  3. Red Yats Paddock
    Work is continuing on the paddock although more is needed, the ordering of further work was approved.
  4. Townend Pit
    Quotes for the work needed at Townend Pit will be sought.21.09.13 Finance

    The report was read and noted.

Resolved:  The above payments were approved.

  1. Banking
    The Parish Council approved Councillor Howard to be added as a banking signatory. 
  2. Annual Governance & Accountability Return (AGAR)
    The auditors confirmed that the information provided for the 2020-21 audit is in accordance with Proper Practices and there are no other matters.  The final report will be published on the website.
  3. Walkington Newsletter Donation Application
    The Parish Council approved a donation of £2000 to the Walkington Newsletter.
  4. Quotes and Routine Maintenance
    The Parish Council is experiencing problems obtaining quotes for work and therefore approved the addition of a clause in the Financial Regulations to allow a decision to be made on the quotes received as long as evidence can be retained that at least ten quotes were requested.  The Parish Council also approved the editing of the Standing Orders to allow the Clerk to authorise expenditure for routine maintenance.

21.09.14 General Data Protection Regulations (GDPR)

The Parish Council approved the policy and copies will be placed on the website.

21.09.15 Next Meeting

The meeting closed at 8.50pm and the next Parish Council meeting will be on the 5 October 2021, 7:00pm at Walkington Village Hall.
