Minutes of the Ordinary Meeting

20.12.01 Apologies for Absence

Councillor Collinson apologised for his absence.

20.12.02 Declarations of Interest

Councillors Drew and Hearne declared interests as members of the Sherwood and Waudby Charity mentioned in item 20.12.13.  Councillor Mrs Swann declared an interest in planning application 20/03500/PLF and Councillor Waterland declared an interest in planning application 20/03677/PLF.  Councillors were invited by the Parish Council to remain in the meeting (in accordance with standing order 25.1b), Councillors did not speak while the respective items were being discussed.

20.12.03 Matters for Ward Councillors

  1. Little Weighton Road – Stile on snicket to West Mill Rise
    The Parish Council contacted Peter Ward Homes regarding the condition of the stile (sometimes referred to as a kissing gate).
    Resolved:  The Clerk is to liaise with Mr Ward’s secretary.
  2. Sherwood Close – Common Land Usage
    There is currently a caravan parked on the common land in Sherwood Close and Councillors believe this is improper use of the land.
    Resolved: Ward Councillor Mrs Greenwood will investigate.
  3. Kirk Lane Drains
    An unpleasant smell was reported to be coming from the drains.
    Resolved: Ward Councillor Mrs Greenwood will make further investigations.
  4. Beechborough Development
    It was reported that heavy goods vehicles are travelling on Kirk Lane after exiting the development.
    Resolved:  Ward Councillor Mrs Greenwood will make investigations and try to obtain a sign to remind drivers not to turn onto Kirk Lane.

20.12.04 Public Participation

A resident expressed concern regarding recent spraying activity in the village.  A motion was proposed by Councillor Whistler and seconded by Councillor Mrs Boyle that:

  1. There is an immediate and complete ban on the use of sprayed pesticides, on all land owned or rented by the Parish Council, to which the general public have access.
  2. That all contracts involving the use of sprayed pesticides, on such land, should be terminated immediately.

3.That in future, prospective contractors should provide the Parish Council with written evidence of relevant qualifications, required certification and evidence of public liability insurance to a minimum value of two million pounds before any contracts can be awarded.

Resolved: After discussion the motion was carried by a majority vote.  The resident expressed satisfaction that the issue had been dealt with in a suitable manner.

20.12.05 Chairman’s Communications

The Chairman urged residents to continue to take care regarding the COVID-19 pandemic and to continue with the necessary precautions.

20.12.06 Minutes of the Recent Meetings of the Parish Council

  1. Meeting minutes 3rd November 2020 were approved subject to minor amendments.
  2. There were no matters arising from the minutes.

20.12.07 Community Safety Matters

The Crime Statistics and Anti-Social Behaviour Reports were read and noted.

20.12.09 Tree Issues

    Resolved: The Parish Council deferred the decision for this application to the Tree Officer.

    Resolved:
    The Parish Council deferred the decision for this application to the Tree Officer.

    Resolved:
    The Parish Council had no objections to this application.

b.Other Tree Matters

  1. Tree Inspections
    The Arboricultural Consultant Mark Feather submitted a quote for a tree survey and report totalling £470.
    Resolved:  The Parish Council accepted the quote and Councillor Hearne is to meet with Mr Feather to discuss the project. 
  2. Trees and Hedges Red Yates Paddock
    The Parish Council considered that new quotes for the work should be sought.
    Resolved: The Parish Council appointed Councillor Waterland to seek quotes for the work needed after a site visit with Councillor Drew to discuss the specifications. 
  3. Kirk Lane Trees – Lawson’s Paddock
    The contractor appointed to carry out the work on the paddock has notified the Parish Council that work will be delayed until the 14th January 2021 due to a backlog of work caused by staff sickness and absences due to the pandemic.
    Resolved:
    The Parish Council accepted the new date and appreciates the efforts of the contractor under difficult circumstances.

20.12.10 East Riding of Yorkshire Council Matters

  1. Highway Drainage Works
    East Riding of Yorkshire Council are to carry out drainage improvement works to Bentley Lane, Beverley Road and East End.  The work is to be done in three phases the first being Bentley Lane which began week commencing 30 November 2020.
    Resolved: The Parish Council appreciates that this work is very necessary and asked residents to be patient with any traffic restrictions it may cause.
  2. Overview and Scrutiny Committee
    East Riding of Yorkshire Council are seeking suggested topics for scrutiny.  Topics must be of a strategic nature that affects the East Riding as a whole and not include individual queries, concerns, complaints or planning matters.
    Resolved: The Parish Council did not submit any suggestions.

20.12.11 Village Improvements and Maintenance 

  1. Pond Fence Repair
    The fence to the east side of the gate to the pond has been temporarily repaired and is in need of a more permanent fix.
    Resolved: As there is maintenance work needed on the pond which may affect the fence, the Parish Council decided not to make a more permanent repair at this time.
  2. Pond Backfilling Repairs
    Quotes for the work have been requested from four contractors, no quotes have been received.
    Resolved: The Parish Council appointed Councillor Waterland to seek further quotes for the work needed after a site visit with Councillor Drew to review the specifications.
  3. Church Walk – Overhanging Bush
    Councillor Swann has worked with the owners of the bush and it has now been cut.
  4. Hanging Baskets – Fundraiser
    Councillors are to seek funding for hanging baskets.
  5. Vegetation Spraying in the Village
    This item was discussed and resolved during ‘Public Participation’ above.

20.12.12 Delegations

  1. Planning Working Group
    Councillors discussed the procedures of the working group for discussing planning applications.  The working group will not make decisions on behalf of the Parish Council.
  2. Village Hall Committee
    Councillor Hearne reported that the Village Hall is being checked on a regular basis for heating and lighting and everything is being kept in working order.  The hall will be opening to certain groups allowed to meet under current government restrictions for the pandemic.  
  3. Playing Fields
    Due to recent complaints regarding dogs on the playing field there will now be signs posted advising that there are no dogs, no food and no smoking allowed on the children’s playground area of the field.
  4. Quotes for Work
    The Parish Council approved Councillor Waterland as a delegated representative working on its behalf when seeking quotes for work.  All quotes received will be submitted to the Parish Council for approval.

20.12.13 Finance

  1. Monthly Finance Report
    Resolved: 
    The report was noted.
  2. Budget discussion for 2021-2022
    Councillors discussed changes to the budget which included provisions for the tree inspection report and any resulting work needed and repair work needed on the pond. 
    Resolved:  The budget was approved subject to the above changes.
  3. Payments
  1. Sherwood & Waudby, rental of allotments and bus shelter £175.00
  2. Total staff costs for the Clerk (inc. employer contributions) £1140.49
  3. Stamps and office consumables £24.50
  4. Zoom subscription £14.38
  5. C Dixon, village maintenance £225.00
  6. Sherwood & Waudby, half cost of tree felling £492.50
  7. East Riding of Yorkshire Council, street lighting £79.80
  8. East Riding Group, pest control £58.50

Resolved: The above payments were approved.

  1. Order and Payment approval
    MJ Garden Maintenance, strimming at village pond £60.00
    It was necessary for the above work to be carried out immediately to give the Pond Committee access to hang and connect the festive lights.  The order was authorised by the Clerk in conjunction with the Chairman in accordance with standing order 3.5.
    Resolved: The Parish Council acknowledged that this was emergency work and payment was approved.

20.12.14 Miscellaneous

Parish Council Website
The Parish Council discussed the possibility of including downloadable copies of the Village Newsletter in the content of the Parish Council website.
Resolved: The Parish Council voted to allow the inclusion.

20.12.15 Exclusion of the Public

The public and press were excluded from the meeting for discussions of a confidential nature.

20.12.16 Confidential Matters

Clerk
The employment contract for the Clerk was amended with the latest changes by the Parish Council and circulated to all Councillors.
Resolved:  The contract was approved.

20.12.17 Date and Time of Future Meetings

Tuesday 2nd February 2021, at 7:00pm, it is anticipated to be a virtual meeting, please contact the Clerk for further details.
